About airport roads and taxi route

Does Open Airport Rd., Cebu City meet Mactan Airport Rd going through Mactan International Airport underground tunnel? If YES, then om map from SM Mall there 2 routes routes to Maribago Bluewater Beach Resort;

Which route will be better to hit the traffic and shorter in distance? Shall I inform the taxi driver in taxi which way I prefer to go? OR he will take the best route not taking a long way for the passenger to look around the whole Cebu City?

The axis are going to take the route they want no matter what you say, becuase if you say you want to go this way, they will say not good or its closed, just so they can get more money. So what ever you say they are going to do what they want.

In well organized cities it is against the law if the taxi driver doesn%26#39;t take the shortest route to the destination. Unless he obtains consent from the passenger. The taxi driver will be severely punished to violate the law in obtaining property by deception. It is a criminal offense. Does it happens in Cebu City.

Is the tunnel connecting Open Airport Rd and Mactan Airport Rd open to public? OR only for military use?

They don%26#39;t really regulate those kind of laws in cebu and i think the tunnel is only for military use.
