If you are meaning ';best'; as in getting there the quickest and not wasting too much time travelling(ferries). I would suggest taking an airline. We used Philippine Airlines via Caticlan- Manila- Puerto Princessa. You might want to check Cebu Pacific also and see if they have a direct flight from Caticlan. Hope this helps!
How to travel from Boracay to Puerto Princesa
A) Fly Caticlan - Manila - Puerto Princesa
B) Fly Caticlan - Cebu - Puerto Princesa
C) Fly Caticlan - cebu, then with the ship to Puerto Princesa
D) Fly Caticlan - Manila, then take a ship to Puerto Princesa
E) RoRo to Iloilo, then ship to Puerto Princesa and if you miss that continue overland Negros - Cebu
F) Fly Caticlan - Coron and from there take a ship to Puerto Princesa
