I am going to be in Cebu from 9/29 to 10/24 and was wondering what places would be recommended to stay at? I am a student on a budget and will need to be near the Cebu Doctors Hospital. I also have a few more questions:
How much should expect to pay to get from the airport to the area?
How much should I expect to spend per day for food if I am not going to be doing anything special?
Is the area relatively safe?
Are there banks where I could use an American ATM card to take out money?
Any help would be greatly appreciated, thank you in advance.

If you have a very small budget, you will want to stay in a boarding house. The lowest class boarding house rooms start at about P1,000 per month (about usd $20). A decent boarding house room can be had for about P3,500 per month (about usd $70). Otherwise, there are many budget hotels not far from the Cebu Doctors hospital. Let us know what your accommodation budget is so we can give you an idea of what is available.
How much you spend on food will be entirely up to you.
You can get a meal and drink for about P50 (usd $1) from a carenderia. Even in a food court in a shopping mall, you can get a Filipino size meal and a drink for as liitle as P60. I am usually happy with what I can get buy in a food court for about P120 per meal. Big Mac meal in McDonalds is a bit over P100. When you exit the terminal building at Mactan airport, there will be a number of people offering you a private car hire to take you into the city. They will charge up to P500 (about usd$10). If you have lots of luggage, you will probably be grateful to just get in a car and be away. If you want a taxi with a meter, cross the road in front of the arrivals terminal, go through the gate and up the right hand stairs of the departure terminal. When you get to the top of the stairs, there will be the taxis with a meter. They will charge about P150 (about usd $3) for the trip to the area near the Cebu Doctors Hospital.
I have never been to New Jersey but from what I see on TV, I imagine that it is safer in Cebu City.

Thanks for the info, that was pretty thorough. My accomodation budget is like 200 to 300 US which would be about 10000 to 15000, cheaper is better of course. You mentioned that good pension houses can be had for 70 dollars a month however when I go to some of the website most start at 500 PH a day. Am I missing something? I have been looking at the Mayflower Pension house, do you know anything about that one, I haven%26#39;t been able to find any reviews.

I re read my message to make sure and I didn%26#39;t mention pensione houses.
What I did say was, a decent boarding house room can be had for about P3,500 per month. Boarding houses have no lobby and are a bunch of rooms with a bed only. No aircon, no telephone, no tv, provide your own fan. Kitchen facilities and bathrooms are shared.
A pensione house in Cebu City is basically a hotel without the frills.
The best pensione house I stayed in Tagbiliran did have all usual hotel facilities including room service but a standard pension house in Cebu City would have a room with aircon, private bathroom and cable TV. No telephone, no room service, no dining facilities.
One of the cheapest pensione houses I know is McSherry on Pelaez Street. It is too low class for most foreigners. last time I checked, it had rooms with double bed, private bathroom, cable tv but fan only for about P7,000 per month. They also offered fridges for an extra P20 per night. In fact there are many cheap pensione houses and hotels in the same area.
